    Scenario:
    • I have a handful of videos in random formats and random encoding.
    • I do NOT have the original source.
    • ffmpeg or any other tools are available to get all the encoding info from the videos. (bitrate, aspect, etc)

    I want to watch the video with the best quality. How can I determine which is the best one?

    I understand this can get very complicated. I'm not looking for pages long blog post. Looking for back-of-the-envelope answer.

    Can only agree. Resolution, bitrate, average quantizers... all objective and measurable attributes of a video; still, it can contain disgusting quality, being e.g. a re-encode of a previous bad-quality generation, wasting a lot of efforts in reproducing ugly artifacts.
