I'd like to find a device that convert hdmi to Y/C (if i can use it directly from sony vegas timeline that's a big plus)
My goal is to record videos on vhs tape.This is for my own entertainment, so my budget is close to zero.
I'm not certain but if i buy one of the many converters i see on amazon & co, i foresee problems like screen resolutions and interlacing not fully set and 60hz/50hz problems aswell.
In short that converter will have to downscale to 576i or 480i correctly

I went through this rabbit hole before and I can save you a lot of headache, The only solution that works with no artifacts such interlacing problems, tearing, frame drop ...etc is this:

You can go buy all the HDMI adapters you can find as I did but that's what worked best.
