I use EO Video. It is only 3 steps. First you drop all pictures in the program windows. Second you select output format(VCD or SVCD). Third you click convert. That is it. It is very easy and fast. You might want to try that. BTW if you want to make a JPEG VCD or SVCD with background music you can use TMPEG to combine the pictures and music.

There is a difference between turning your images into VIDEO as opposed to using high resolution MPEG still images...

When you use high res MPEG stills, the image quality will be near DVD quality.
