It said 700Mb-80mins on the CD-R, does that really mean i can burn a 80min VCD movie on a this 700Mb cd-r?

For VCD and SVCD --- Yes!
80 minute disk = 800 MB mpeg
74 minute disk = 740 mb mpeg
Those numbers are give or take depending on the media add another 20MB if you overburn the disk. The reason is that DATA disks use more error correction than music, vcd, or svcd's where there is an acceptable ammount of corruption that can take place from scratches or other degridation.
