Best Special Effects Software for 3D Particle Effect

I was wonder, what would be the best software(s) for 3D particle effects? For example, something like in the picture I attached below.

I know I would need to 3D track the scene, but what would I use to actually make that effect of falling particles?

If you recreate the scene as shown then blender is one program ... with video it may, thou that feature is relatively new

Yeah, check the website.

"Blender" is a free one. But it's tough to learn. The UI is non-normal.

Blender 2.5+ UI is good than Maya, 3dsmax, Softimage and other programs. Old Blender version UI bad, but new UI is pretty good.

TheJDKProductions, if you know any 3D program, then use it. If don't know, then this work is hard for you, because you must firstly learn use 3D program and 3D methodologies.

If you don't want spend thounds dollars, then use Blender.

As an alternative to the software plugins, there are several products based on the ready-to-use overlays with particles. Particulas is one of them - for creating floating dust effects.

A well-known paid software is trapcode particular. It has a free trial.
Also, adobe after effects has some particle effects and you can make it better by writing expressions.

Haven't tried this effect myself, but I believe you could do this with BluffTitler as well (though my preference would be with the versatility of Blender or the efficiency of AE).
