i recently replaced my video card with a video card with tv out capabilities.
The movies i 've been watching are avi formatted and view ok. my question is can i enhance the picture by reformatting the avi file. i've tried roxio video pack to create a dvd format although the file is about tripple the original file, it still plays about the same.

There is no way to dramatically improve the quality of your source video file. Garbage in = Garbage out. You can apply various filters to try and improve certain aspects of the picture but what you gain in one area you loose in another. For example if your picture was blocky you could try using a smoothing filter to soften the edges of the blocks, but this will soften the whole picture and areas of the video which looked sharp and crisp will now look blurry.
So basically you can fiddle with it, and there are so many variables that you could be fiddling for ages, but you are not going to vastly improve the quality.
