My Sony Handycam DVD508's only input is USB. Is there a RCA to USB converter?

USB is purely digital, RCA is analogue. You would need some form of digitiser in between to convert the signals. I don't believe such a beasty exists cheaply. RCA-USB does exist for encoding for the PC, but you can't use these to get video into your camera.

Pinnacle makes a USB "Moviebox" that will take analog input, like from a VHS VCR for instance, and output it via a USB cable, which you can connect to your PC. They are not terribly expensive.
The only issue would be detecting it with anything other than the Pinnacle Studio software that comes with the hardware. I am not sure if the signal is encoded/encrypted so that only Pinnacle Studio can see it, or not. It would be possible to hack this, if necessary, on a PC, but with a camcorder as the recipient...
