    What software do I need to convert 480x480 NTSC mpg to 720x480 NTSC mpg?

    The question is "Why?" If you just want to be able to author your (obviously SVCD) mpg as DVD, DVD-Lab will allow you to do just that (but will warn you), or you can run your mpg thru svcd2dvdmpg and author it as DVD with most any DVD authoring app. It will play fine on most DVD players (even if it's not fully DVD compliant).
    If you really must resize, you'll have to reencode, which means quality loss.

    Thing is, I use TMPGenc dvd author to cut pieces of scenes from a movie... but that program doesn't like the mpg because it's 480x480... so I need to do something that:
    -make that program like the 480x480 mpg somehow
    or
    -have another software cut pieces. I used cuttermaran but it makes audio out of sync last time...

    The 2 authoring progs that won't complain are DVDLabPro and Womble MPEG Video Wizard DVD. Womble say in help file they have statistics of 90% players working with SVCD resolution MPEGs.
    If you want to use TDA there's a way to patch original files with DVDPatcher to 352x480, then patch back all the VOBs to 480x480 after authoring (the encoding itself is not touched at that). Your audio should be decompressed and resampled 44.1 to 48 kHz, then encoded back.

    That's why I recommended svcd2dvdmpg, that fixes exactly that issue. Using DVDPatcher basically does the same thing (if you know what to do).

    But having non standard DVD resolution may give you some issues...

    You may also try to re-encode to 352x480.

    True, but if avoiding reencoding is at all possible, it should be avoided IMO, as quality loss is inevitable.

    I tried svcd2dvdmpg and I chose 720 and entire file on 'Horizonal Res patch value' and chose MPG->ES on my 480x480 MPG... the result is acceptable to TDA but it has green block on the right side on every frame to make it 720x480... and that is not acceptable to me .

    Should I try 352x480 instead of 720x480?

    Not necessarily (this mainly effects on preview function or menu thumbnail creation). TDA will do it right anyway. Patching VOB files back is more important for some players.

    Yes, I've also seen this for title/chapter thumbs - nowhere else.
    I actually think (but I'm not sure) you can patch the mpg back to 480x480 once TDA has loaded them. Don't know if this affects how thumbs look tho...
