DVD Decrypter, if it is a commercial video you own, followed by DVD Shrink in 're-author' mode. You can use Shrink to cut clips.

TMPGEnc MPEG Editor will directly make MPEG cuts from imported DVD source. It can do cuts by chapter or by manual markings, the cuts made in the same session can be joined. A commercial DVD should be previously decrypted (latest free DVDFabDecrypter or RipIt4Me).

If DVD does not have latest types of protections, You can use DVDShrink to directly rip clips off the DVD. Try it, if you get an error you need to use DVDFabDecrypter or RipIt4Me to rip the DVD to HD first. For converting clips without ripping to HD try DVDx.
