    so i converted a movie and was cut short at the end process and failed to finalize my project with proper .bup and .ifo files

    is there anyway i can re author these vobs to a playable dvd theres 3 files and them all added together are the full movie. i tried opening them in dvdshrink but it encounters error says fail to open video_ts .ifo file???

    You need to author your VOB files, TDA can do that.

    TDA will ask for .ifo files when importing as DVD source and will only accept mpeg files in file import mode. There's a chance to succeed by changing extension to .mpg and importing in file mode but sometimes there's audio/video delay in VOBs that's described in ifos, so it's better to check first. It's also useful to join and restream VOBs in a MPEG editor (VideoReDo, Womble MPEG Video Wizard or TMPG MPEGEditor) before reauthoring.
