converting pal to ntsc

i'm new to this forum, and the use of this software so any help would be great.
i purchased a movie over the web from a country(australia) that produces dvd's in pal format.
unfortunately when i try and play on my machine(set-top; works fine in my computer) in canada it will play but i get the scrolling horizontal lines breaking up the video. so this must be a bitrate issue, and more to the point an ntsc/pal issue.
so i've tried this software to make the conversion (the movie has been ripped with mtr3 to my hard drive), but when i try to convert the video ts folder the ffmpegx progress window opens and then i immediately het a failed notification. when i view the message the last line says,
'**ERROR: [mplex] Unable to open file /Users/dave/Desktop/NICO/movie.mpv for reading.'
so what am i doing wrong?
i'm using the mpeg2enc codec, as the ffmpeg codec says it doesn't support video ts conversions.
please help, as this was supposed to be a birthday present for my daughter.
