I have some video tapes that are in pal format. Is there anyway I can convert them to ntsc? Do I need special equipment, etc.?

A capture card, most support NTSC/PAL but will your VCR play them ?. Most new type VCR's will "play" both.

You could buy a multi system converter. These do convert
    PAL to NTSC
    NTSC to PAL
    SECAM to PAL
    SECAM to NTSC

They are available in the Indian stores that sell PAL/NTSC and 110/220V items.
