    VCDImager, VCDWizard, & VCDEasy don't support SVCD style subtitles with chapters.

    Is there a SVCD Authoring program that supports both SVCD style subtitles and chapters?

    I use WinSubMux.

    I am not sure what you mean, but in the near past I made quite a lot of SVCD with switchable subtitles. Multiplexing with Winsubmux and authoring with VCDEasy (v. 1.1.4) - works OK.
    Edit - of course with chapters.
