I want to make a video divided into chapters(after editing it), then burn it to a VCD

You would typically do this in the authoring process to make the VCD.
The "how" of this depends on the program you're using to author the VCD.

Premiere Pro isn't a DVD authoring program. It will only generate a preview DVD of the MPeg timeline.

just import your movie in and use the Razor Tool to cut the video in three parts, then export each part individually. Then you can use the three clips as chapters, this way is good because you get to pick where you want to stop/start each chapter, go ahead and make some frame shots to.
