    to convert wav or other audio format
    into 5.1 sur

    You'd need one of the higher-end authoring programs like Adobe Encore to get true 5.1 sound. There are some freebie programs that can make ac3 streams, but I think they only do 2.0 stereo streams, headach3 is one I think. Search in the Tools section of the site.

    If all you have is a stereo (2 channel) wav then you cannot simply convert it to AC3 5.1

    You can very easily convert it to AC3 2.0 with the freebies. If you want 5.1 you will have to recreate the surround field, which is almost impossible from a 2.0 base, and will take a lot of time.
