subtitle in .txt format, how to add to vcd?

I'm trying to add subtitles to Spirited Away in a divx to vcd conversion, but how do I get convert the subtitles in .txt format to .srt or .saa format?

found the solution to converting txt subtitles to srt or saa, I used subtitle workshop found at this site:
