It sounds simple, but I'm not finding the answer.
I have 5 .vob files, a movie I ripped a long time ago and don't have the other files. I want to make a menu with the ability to just select those 5 different points of the movie (as if I'm selecting each .vob file with my set top player). And burn this to DVD-R.
Forget it if I have to use TMPGEnc. to do some decoding of VOB's.
This is the software I currently use.
DVD2ONE
COPYTODVD
IFOEdit
IFOUpdate
Also: PowerDVD, DVDIt SE, TMPGEnc.,

Real easy to do that plus add chapters if you want them using this program.

if you want to have no menu and use the remote >> keys, just use IFOedit, create IFO's feature, though this is not what you asked.
A technical solution is possible, but VERY involved and if your not a IFOedit god, forget it. You see you could create a menu with 5 buttons on it in a menu creator app, or load up a menu from a dvd, rip out the video and replace it with a new background image, then using IFOedit and perhaps MenuEdit, you could relink the buttons to your new VOB pointers.
A solution I did with the Sopranos was to hack the heck out of the VIDEO.TS VOBs and .IFO's to slide in a menu, then manually change the Cell pointers to the each episode. Its not for the faint of heart. What you ask may seam easy to you, but if you totally understand DVD navigation, what you ask is a challange, to alter a completed VOB title WITHOUT de-authoring it. Good Luck.
