Make menu for a movie dvd that have subtitle and have not any Menu!

Hi .my name is pedram
i get a movie dvd (Danny The Dog)
it had not any subtitle and any menu.
i put a english subtitle in movie.
now i can play dvd and see the subtitle but i have not any menu.
is there any program that make menu for my dvd ,then i make "language" page for choose "english" and "none" subtitle?

i search this forum and learn about change menu or create menu for my home dvd .but in this case i have a dvd with inner subtitle .
