Is there a program like this that exists? I like DVD2ONE, just click a few settings and the voila. I just want to take the main movie file(s), and have a program convert it down to 1 vcd file that'll fit on 1 cd. From what I read around here, people are using 3-4 programs to get it done.

Yes ther is.. I use some things form ww.kvcd.net in this order:
DVD Decrypter
DVD2AVI
HeadAc3
MovieStacker - This creates a AVS Script File for use in the others below
ToK - This will run the entire process including TMPGEnc
Nero To Burn
This things work for me with greate results. HeadAc3 takes about 10 Min, MovieStacker takes about 1 Second
Tok takes about 3-4 HOurs to complete processs the movie with TMPGEnc. You don't have to many clicks to get sttarted. I would suggest that you check the site read the Forum there and try it youself.

Oh I see you want to go to VCD so DVD95 won't do that of course. For that I use this program which works well for me.

With the utilities from www.kvcd.net, you can get a 528x480 - 2 hour movie on a single 80 disk, with great results or you can use the 352x480 with great resulting VCD's on one 80 min disk. I would suggest that you at least check the site for additional information, most of the software is free i.e. MovieStacker, TOK , HeadAC3, DVD2AVI
