    Your restraints are the resolution of the tablet - and the codecs it can play. DVD quality is 720x480 for ntsc video (US standard). If your tablet screen is LESS than this than it won't be able to handle the resolution and will need to be reencoded to whatever resolution your tablet can play.

    If it can play at least 720x480 then it SHOULD be comparable to dvd. Again as long as your bitrate is high enough.

    Also you should now mp4 is just the container as has already been mentioned. What is inside is the codec - be it divx, xvid or h264 - there are others but those are the big kahunas (and avc and flash but less so - well maybe avc outranks divx but thats debatable).

    If you use a high enough bit rate even if you have to reduce the resolution of the video to fit your tablets dimensions it should look decent enough to be watchable.

    This is going to be trial and error. You will be your own best judge. We can't tell you what will look "perfect". But generally more bitrate lets you have better quality on a given scale assuming a good source (ie assuming your starting with a hollywood produced video).
