    If I record a show from VHS then turn it into a mpeg file can I put it on a DVD-R?

    If I can , does it create vob files for it?

    I would suggest you read a few guides. To create VOBs you will need a DVD Authoring program that will will convert your MPEG file to VOBs with the standard DVD structure (Ulead DVD Movide Factory is one of the best entry level DVD authoring programs). If you don't want menus then you could use IFOEdit which is freeware and has basic DVD authoring.
