If both files where the same: 352 x 240, 23.976 fps, 48000 Hz and same bitrate (let's say 3500)....
What would the difference between MPEG1 and MPEG2? Would the quality of one be better? File size?

MPEG-2 Has a higher copression ration. With MPEG-2 you get more quality for your bitrate.

It depends....if the files are CBR then there would be little if any differance.If they are VBR then MPEG-2 will look better(personal experience).
Although you can make an 9mbps VBR MPEG-1 file,MPEG-1 is optimized for <1.5mbps CBR.
