when i encode to SVCD, all the sides are cut off. I have a rounded off TV so i could understand that, but when i took it to my friend's house with a flat screen, i could clearly see that a little video from the top and bottom were cutoff and some of the subtitles aren't readable. I am using tmpegenc Plus.

This is because of overscan, if you do a forum search on "overscan" you'll find more information than you ever wanted about it.

is there a way i can scale the resolution of the mpeg2 down so i can see the whole picture on the TV, with having minimal black borders?

Overscan:
The area at the edges of a television tube that is covered to hide possible video distortion. Overscan typically covers about 4 or 5 percent of the picture.

Yes there is a way to fix this. When you encode the MPG you need to select "Center (Custom Size)" and then type in a size that you want the finished video to be. I find that 320x432 gets the entire picture on the screen with little or no border visible depending on your TV.
