I captured a video from a digital source with PAL DVD quality and I want to edit the video, but for some reason Premiere doesn't let me import the MPG file. I can't import MPEG2 for some reason. Does anyone know how I can overcome this problem. I think I have to download the MPEG2 codec from somewhere but I don't know where from, can some please help me...

Officially, PREMIERE DOES NOT SUPPORT IMPORT of MPEG-2 FILES on the TIMELINE
unless you use a LOCAL CAPTURE CARD capable of capturing to this MPEG-2 format on the very machinwe you are editing on...
Practically however, I've done this, and edited MPEG-2 no problem...
The TRICK seems to be...UNLESS you have such a capture card installed...USE only matching bit rates together on the time line and don't try to import ac3 files(premiere usually chokes)..use MPEG-audio...and voila! you can edit MPEG-2, and output MPEG-2 if you have 6.5 or a plug in to 6.0
BY THE WAY what you are trying to do is possible with a number of third party plugin import PROGRAMS for importing MPEG-2 to premiere such as MPEG-Marvel and i believe M-2 edit has such a product tho' I've not tried either
LOOK in adobes horridly huge knowledge support base
use term "import MPEG-2"
