Hi just wanted to know, will a SVCD on 2 disks using 2 pass VBR with a high of 2520 ave of 1566 and low of 1120 be better than a vcd on 2 disk with CBR rate of say 3000 - 4000?

The rates you gave for VCD aren't valid. You only can go upto 1150kbps maximum at VCD. So using the default rate of VCD, you'll have worse quality than when you're using SVCD.
If the source is in full resolution (720x480 for NTSC or 720x576 for PAL) and is Interlaced, your SVCD will be the best solution (even when using CBR). VCD would be less quality but still acceptable (having full resolution of the source). -
Just thought i'd clarify a few things, if its a Standard VCD versus standard SVCD battle, SVCD would always win.
But say for arguments sake, you had a DVD player which will play VCD/XVCD but not SVCD then its a bit different.
If you were gonna make an XVCD with a really high bitrate then you couldn't use 3000-4000kbps or it would end up on 4 discs.
Say for example you have a 100minute film, and want to make a 2 disc VCD or XVCD of it, find out if your DVD player can play a higher resolution, like 720x480/576 and use that,and that will look better than SVCD, but not many do, so its probably 352x240/288.
Then find out the maximum bitrate your DVD player can take and use that as your maximum bitrate, 5000kbps on mine, and use 300kbps as the minimum, then use an average bitrate 1966 for a 100minute film, using 224k sound an set it for 2-3 passes, i use less on VCD as it doesn't seem to need it as much.
Using this you will get very good results, much better than VHS, it wont be as sharp as SVCD but there wont be a single block in sight and its as sharp as VHS but better colours and it wont wear out.
Not sure if its relative to your question but its something ive been experimenting with recently and been pleasantly surprised with the results.
