I've been useing CCE to encode SVCD from DVD TV episodes.but all have been 4:3 and the results have been excellent. I tried my first letterboxed episode and I can't get the SVCD to display in it's correct letterboxed aspect ratio. My procedure is to create a d2v file,use Vfapi to create the fake avi. Open CCE and encode after selecting 16:9 in the video setup panel. I then use Tmpeg Mpeg Tools to mutliplex the m2v from CCE with the mp2 file. I select SVCD stream,it multiplexes. I burn it but it displays full screen on TV. It plays in correct aspect ratio on my computer but not my TV. The really odd thing is the first time I tried it.it did display in proper letterboxed aspect ratio on my TV.

Very few dvd players can properly handle the 16:9 flag in a SVCD. Unless your player can, you just have to use 4:3 instead.
