  1. i keep trying to cut out certian sections of a video and save them as se[erate files...The problem i keep getting is that when i cut it and save it, the start offset seems to set itself about 3seconds from where i place it

Though this isn't noticable untill untill i save the file and watch it...

Does anyone know how to fix this problem ?

Yeah the problem is that Virtual Dub is cutting on KEYFRAMES
so whatever Codec you happen to capture with, try to have it set a keyframe EVERY frame, OR when you cut in V-Dub, make sure it actually IS a keyframe that you cut it at.
If you cut 5 frames after an actual keyframe, V-dub will just cut at the nearest Key... try it and see

  3. the video is not one of my encodings so i can't change it...i don't have the computer to re-encode

The things i want to cut MUST be spacific, i can't have these 3seconds before...How can i tell whether it's at a keyframe or not...or is there other way i can remove the 3 seconds without re-encoding ?

If you look at the status bar on the bottom of V-Dub, you will see what type of frame it is as you scroll through the video file.
If its an AVI - you will see "K" where there is a key frame.
if MPG, then you will see I, P, or B, which is part of the GOP (Group of pictures) which is a whole different ballgame.
splitting an AVI at a keyframe will eliminate that overlap. unfortunately, if you need an exact frame cut that doesnt land on a keyframe, you're screwed (at least in V-dub)
you may want to bring the file into adobe premiere or some other editor. Also, some editors give you an option to insert a keyframe...
