Are there any ways to minimize compression artifacts such as macroblocking. I just want it to look better and actual visual accuracy isn't terribly important.

Well if you're encoding with TMPGenc click on the advance button and make sure you have motion search set to high. Also click on the GOP tab, and turn on 'soften block noise' set it to 32-45 or so. This will soften the blockyness(sp) of the movie, but also make it less sharp.
The best way to minimize artifacts/improve picture thou is to up the bitrate and/or go SVCD. -
If there are few blocks, use this Virtual Dub filter:
1. Smart Smoother -> 5 diameter, 25-50 threshold.
For fast motion scenes and full screen movements (water ripples, flames, crawling bugs) use these Virtual Dub filters:
1. Motion Blur (takes out the edge from the blocks but darkens images).
2. Brightness/Contrast UI Enhanced -> 0% brightness, 112% contrast (lightens images to normal).
Optional: In Tmpgenc, use double/blend deinterlace which further smooths out the blocks.
*** VirtualDub filters don't eliminate the blocks but takes the "edge" off the blocks, making them a lot less noticeable and acceptable.
