1. Convert the "DAT" file on the VCD back to a standard MPEG file (you can do so with VCDGear or CDXA2MPEG -- CDXA2MPEG is a tool in VCDImager and you can use VCDImager Tools GUI if you don't like command console tools: http://www.vcdimager.org/guides )
2. Use TMPGEnc (Files --> MPEG Tools --> Simple demultiplex ) demultiplexor to demultiplex your MPEG into the elemental video and audio components.
3. Convert your MP2 audio back into a WAV file (you can use Winamp with the disk writer output option for this)
4. Use an audio editing program to load the WAV file (e.g., CoolEdit 2000) and copy the english channel over the other one (or vice versa depending on what language you want). Save the WAV file.
5. Use TMPGEnc to re-encode the WAV file back to MPEG-1 Layer2 audio, stereo, at a bitrate of 224 kbit/s. You may want to use a plug-in rather than TMPGEnc's native audio encoder (e.g., tooLame).
6. Use TMPGEnc's multiplex tool to combine the original video back with the new audio (make sure you set it to MPEG-1 Video-CD).
7. Use your favourite VCD authoring program (e.g., VCDImager +/- a GUI like VCDEasy or Nero) to reauthor the VCD with the new MPEG.
