Determining TMPGEnc Aspect Ratio of 640x304

I have a very wide aspect ratio I am trying to convert to VCD format. No matter what I select, my end result gets looks squeezed. I am trying to convert the Notting Hill DiVX to VCD.

The original res is 640x304. How do I convert this ratio to VCD format?

In the "Advance" tab set the "source aspect ratio" to "1:1 VGA", for "Video Arrange Method" Choose "Full Screen (Keep Aspect Ratio)" or "Full Screen (Keep Aspect Ratio 2)". On the "Video" tab set "Aspect Ratio" to "4:3".
