    You really don't want to do this though, as it's rather pointless. It will have a higher bitrate stream in the end product, but there's no way it can increase the quality of the source in doing so

    ie 1150 k source clip encoded to 2500 k SVCd still equals the video quality of whatever the quality was for the VCD, you just inflated the stream with padding, etc.

  4. Well....yeah, but my dvd player doesn't play vcd, so it's pretty damn useful to me.

    And where can I get TMPGEnc, do you have a link?
