For those of you who have given up on real time SVCD captures in MMC 7.1 there may be an answer. It seems that many, including myself always experienced A/V sync problems with MMC 7.1 captures when attempting to edit them and move them to SVCD Nero compliancy. Some have been lucky and have not. I've posted my results over in the network 54 SVCD forum on my results and I'll try to cut and paste them here. Hopefully it won't screw up the width of your screen. If it does I apologize in advance.

What I am about to propose is a pricey solution because it involves M2-editPro. But it has solved my A/V sync problems.
When you do an Mpeg2 capture in MMC 7.1 and attempt to demux it in TMPG you will usually see 4 streams present. A video , an audio, a padded, and a "private" stream. The key is to find an editor that will address this "private stream". Without this the result seems to be terrible A/V sync problems.
I did a capture of Gladiator off of digital cable at 2.51 mps CBR Mpeg2. The resulting file was just over 3.2 gigs. I cut it using M2-editPro into 4 parts (no muxing/demuxing just the raw mpeg). I noticed that each of the parts when played in ATI Player started off in perfect A/V sync but would drift ever so slightly as the file played. This suprised me because when I did similiar cuts say for example in Mpeg2Vcr the cuts 2,3 and 4 would begin out of sync and get worse - fast. In other words if your cut began deep into the file it would begin out of sync when played in ATI Player. Not so with the M2-editPro cuts.
Okay so now I have four cuts which start off in sync but drift slightly. These are still simply Mpeg2 System cuts not Mpeg2 SVCD cuts. Guess what. I simply ran the cuts through TMPG and used the VBV Optimizer included in the version that's on Rich's site. I chose the SVCD option. The result was a file that was in perfect sync from beginning to end. Even though they were 2.51 mps CBR they burned in Nero without a compliancy issue.
One thing I have not done is complicated cuts. I just cut the 3.2 gigs into four pieces.
I'm guessing M2-editPro is not ignoring the "private stream" created in the Mpeg2 MMC captures when it performs the cuts maybe? Perhaps other editors a bit less pricey do as well? If you have access to M2-EditPro please give it a try and PLEASE post your results.
Just to review:
1. Capture in MMC 7.1 Mpeg2
2. Edit the capture file in M2-Edit Pro. No muxing/demuxing. Don't change the file to SVCD status prior to working in M2-Edit. Save the cuts as Mpeg2 System file.
3. Run the cuts through TMPG VBV Optimizer using the SVCD option. (I'm guessing a simple mux might work as well).
It couldn't be simplier.

I think that there are so many different combinations of motherboards, chipsets, bios versions, bios setups, Os versions, drivers, sound cards, memory, memory bandwidths, hard drives, etc that finding a "setup" fix may become fruitless. I think that maybe ATI compensates for this by creating this "private stream" in order to compensate for A/V sync problems when using its provided software (just a guess). The success rate so far for a universal "setup" has not been good.
This process I propose is two simple steps post capture. Edit the raw capture file in M2-edit and then run it through TMPG to get it close to SVCD specs. Close enough to get past Nero at least. It takes minutes and the result is that this elusive hunt for the "perfect" setup comes to an end - at least for me and hopefully for others.
Your advise in the forum has been invaluable. Extremely good stuff. I simply tried a few things in different combinations that I picked up in here from you and others and simply distilled it down to two easy steps - and let's hope it works regardless of the hardware setup. It was a rough 96 hours but it has come to an end.
I've been trying to "create" an A/V sync problem using this process all afternoon and have not been able to. Everything is perfect.
Somebody with A/V sync problems please test this and let me know if it works for you.

Okay just did about a dozen cuts to simulate editing out commercials etc. Saved the cuts to a file. Ran the file through VBV Optimizer to give it the SVCD seal of approval. Burned it in Nero - it passed the compliancy test. Done deal - no sync problems at all. It took minutes. Gotta love it.
