Is there a card or external; device out there that I can get which will allow me to capture video from devices with a/v output (white and yellow plugs), and capture TV?
If not, what two seperate devices could I buy for the best results?

Many have composite in for video and your audio card will have line in for sound.
You'll probably need and adapter for audio though.
I've captured from VCR using that method. -

I used this before my "upgrade"...
At one time I had cable into the tuner (to capture TV), and both S-Video and Composite plugged into the handy patch cord, and I switched from the 2 audio sources.
The AIW series is the only "everything" solution, though there are others out there that have both TV tuners and video ports (though they are external, USB-type stuff).
