I have some DV footage and want to screen capture some frames. Is there a (preferably) free program that plays DV, has frame-by-frame control, and can capture these frames in JPEG?

You can simply open the DV avi in VIrtual Dub. Go to Edit, copy ewither the Input or Output frames to clipboard, and paste them into a graphics viewr, like Irfanview, or whatever program you need the stills for.
