I have used the TMPGenc to cut a 2 hr VCD movie into two files, it did its thing ( took about 12 min for each file ) but then when I went to record it using Nero 5.5 Nero tells me that the file is not a compliant VCD file & it is asking to reencode it. Before the cut it was not asking me that question.
Any idea what happens to that file?

You must make sure you select "MPEG-1 VideoCD" from the Type list in the Merge & Cut tab of MPEG Tools window.

that's is easy turn off the vcd complaint or burn it like svcd and do the same turn off svcd complaint ,but it problably will not play in your dvd becuase nero is telling you that is not complaint

Go ahead & burn a non-compliant vcd (some dvd players will play them anyway) that way you can fiddle with your bitrates to get a better quality video file (higher bitrates mean less playing time per disc however)
(check & see if your player is listed here - then you'l know what options you have for vcd's)
