Tmpgenc seems to accept mpg's as source files for re-encoding although the software description sais that it is supposed to take AVI's? Additionally, if the source file was already a VCD type mpg, the choices on main stream only seem to accept system mpgs.
I have had a problem playing these re-encoded files on my DVD player after burning and I was wondering if it was acceptable to do it this way. I re-encoded just to change volume settings and audio delays from within Tmpgenc.

The way to do this would not be to re-encode, which would mean a drop in quality. I would demultiplex the mpg. Then normalise the audio part. Then multiplex to re-create the mpg.
