Hello,
I have some subtitles from different kind of movies, but
I don't no which framerate the subtitles have. Is there a
tool which can detect the framerate of the subtitles.

As far as I know you have to write a script (sort of EDL) which will tell your authoring software the timecode position for each subtitle page. There are plenty of tools to help you out with it. They are available under the Tools section.
