How can I unlock the settings in the final screen of the Project Wizard (of TMPGEnc) so I can adjust the settings to get a desired file size?

I haven't tried it with the Project Wizard, but with the regular screen, select 'Load', open the 'Extra' folder and select 'unlock.mcf'. But I wouldn't use the Wizard anyway if you are planning to change from the default settings.
And in 'MPEG Setting', you can just right click on the titles for each setting and select 'Unlock'.
You are aware if you change the standard VCD settings, the VCD produced may not be playable on all settop players any more. -
At the final screen, click on the Expert button, then right-click on the word "Bitrate" and go to Unlock. Bear in mind that whilst in the Expert section, you should probably go to the system tab, right-click on the word Stream Type and go to unlock, and change this to MPEG-1 Video CD (non standard). Click OK and you should now be able to alter the video bitrate and/or the final filesize.
