I'm converting succesfully my divx into xsvcd. The quality is good but i want to know if i could use a lower bitrate with the same result. I'm using about 3000 to trasform 2cd's divx rip without loss quality. Any suggestion?

Depends on the video. Fast action or panning scenes will probaly need all of that 3000kbps bitrate whereas slower, stationary scenes will probably look the same with less.
Use the bitrate calculator on this site to calculate the necessary values for your conversion. -
You could, but you will need to go to CQ or multi-pass VBR. Why not do a test encode with 2-pass VBR. Min-bitrate=755 and max-bitrate=2496. Set the av-bitrate depending on the number of CDs you want to use. You may get a pleasant surprise.
