Here's the problem: I have my computer capturing from my VCR to the RADEON 64meg VIVO via a standard video cable. When doing this I get these lines of interference which slowly scroll up the screen. And ideas to the cause of the interference. Click here to download a sample of the interference.

I just downloaded the clip and played it with media player. Looks fine, no interference at all.

They are very faint and are more noticable when in full screen mode.
