Is there any way to get rid of this kind of interference in the tape? The vertical bars remain fixed throughout the recording. I believe it was recorded this way over-the-air. Is there a Vegas filter or overlay I can use to reduce the brightness of them and blend them into the rest of the frame?

I think thats called "ghosting". I'm not sure if there is a fool proof way to remove it. Do a forum search for ghosting and you might find some possible solutions. But the reencoding time might not make it worth your while to do it. Good luck.
