How to create a video with old TV frame (png file) ?

i want to do something like this:

Create an alpha mask where the blue is. Overlay the image over the video using that alpha mask.

can you recommend a software or two please ?

I did it above with AviSynth. I know the Logo filter in VirtualDub2 can do it too. Pretty much every video editor has the ability to do it.
