I downloaded an avi, tried twice touse tmpgenc to make to vcd. Both times the vcd has audio fine for about 30 seconds then suddenly has no audio for the rest. What could possibly be the problem?

Possibly a compressed VBR audio source. Load the avi into Virtualdub. Select Audio > Full processing mode and then File > save wav. This will save an uncompressed wav, typically around 1GB. Use this to input into TMPGEnc. 8)
