The video is 30 fps progressive and the frame pattern is AAABCD. Basically there are 2 duplicates on every pattern.

Removing 2 of every 6 frames from a 30p video will leave you with 20 fps. That's not a common frame rate. There may be missing frames too. It might be possible to restore those missing frames. If you post a sample (include a medium speed panning shot) we can analyze it for you.
