  1. Advise a codec that can encode into MPEG2 without losing quality, so that there is a minimum difference between the original compression and this. Or a codec that, when decoding, saves compression data of the original video, and then encodes with this file a new lossless video with the same compression

    Not sure if I even understand your question.

    Mpeg2 is a codec AND is a lossy codec. Encode in mpeg2 and you lose data from the source come what may. No ifs and no buts.

    As already stated, MPEG-2 is always lossy. There are lossless video codecs, for example, HuffYUV, Lagarith, UTVideo but all of them produce very large files. Lossless codecs produce file sizes of approximately 30GB per hour of standard definition video (480i29.97 or 576i25). Lossless codecs are mainly used for video editing, video restoration, or video capture. Also, no device other than a computer will play a losslessly encoded file.

    Also note: unlike AVC or HEVC, there is no truly lossless mode with MPEG2, just NEARLY lossless at high bitrates.
