Giving a video file a higher average bitrate than it actually is?

The video file I'm editing has an average bitrate of 1019 Kbps and the video editing software I'm using can only choose between 15000-60000 Kbps for mp4 video files of 2048x1536 resolution. Would giving the video a higher average bitrate be a good idea?

A) You don't seem to have any choice.
B) Assuming you're using a lossy codec, the higher the bitrate you use the less losses you will get.

Probably a terrible idea since the resulting video won't be sharper than the source and you'll just end up with a large blurry mess with huge filesize.
