The video file I'm editing has an average bitrate of 1019 Kbps and the video editing software I'm using can only choose between 15000-60000 Kbps for mp4 video files of 2048x1536 resolution. Would giving the video a higher average bitrate be a good idea?

A) You don't seem to have any choice.
B) Assuming you're using a lossy codec, the higher the bitrate you use the less losses you will get. -
