what could i use to slip audio encoded in mp3 ?

i'm looking for a program ,maybe free ,to slip 2 hours live in 1 single file encoded with mp3

without re-encoding or loosing quality

would be great have a tool that can slip audio encoded in mp4 or opus without re-encoding

i have not really found any program

about split i mean load a cue sheet(16 songs) +mp3 and slipt it in 16 songs without re-encoding
