Trying to setup a format like the one used in this video using CyberLink PowerDirector 15 (64-bit). I can't even get close to the size of this video using the same video to encode.

Well the only thing that affects video size where the run length is the same is the bitrate of the video + audio.
Now if Power Director will not allow you to create a video with such a low bitrate then you will not get close.
