  2. Photography. to cut off or mask the unwanted parts of (a print or negative).
    http://www.dictionary.com/browse/cropping?

In a video context it's often is used to mean removal from the top/bottom/sides, often of black bars or some sort of crap (such as the head-switching noise from the bottom of a VHS tape capture), or removal of picture to restore or change the aspect ratio (as from 'fullscreen' to 'widescreen').

The AviSynth site says, "Cropping refers to the removal of the outer parts of an image to improve framing, changing the framesize (also called image or storage aspect ratio)."

Wikipedia has a big page on the subject:

This isn't anything you couldn't have easily looked up yourself.

What is good piece of software to do this?
AviSynth, Virtual Dub, just about any NLE, anything that deals with video.

The tool is called different names in different softwares. Most common name is PIP Tool. "Picture-In-Picture". It works like a flying camera. Can Zoom, Pan, Crop.
